SUMMARY

Korean Peninsula escalation management built on reported DPRK activity: sustained GPS jamming affecting civil aviation and shipping, trash-balloon incursions, artillery fires into buffer zones, and inter-Korean line-of-communication demolition.

PURPOSE

Manage a rapid escalation cycle inside a combined command, keeping alliance decision-making synchronized while the adversary probes below the threshold of general war.

END STATE

Combined CP produces one shared assessment per event; no unilateral response by either ally; civilian impact is managed and publicly explained.

KEY TASKS
  • Produce combined attribution and response options inside the alliance decision cycle.
  • Protect civil aviation, shipping, and population centers from jamming and debris effects.
  • Keep counter-battery response proportional and pre-authorized.

Sustained GPS jamming from the north affects civil traffic

Hundreds of civil aircraft and dozens of fishing and merchant vessels report GPS disruption traced to transmitters north of the DMZ — the same pattern reported repeatedly since 2024. Two division networks that use GPS timing begin drifting.

Balloon incursion drops debris on two installations

Dozens of balloons cross the DMZ overnight, dropping refuse and paper leaflets. Two payloads land inside installation perimeters, one on the flight line. EOD clears both. Local media coverage is heavy and the flight line was closed for 90 minutes.

Artillery rounds impact inside the maritime buffer zone

Roughly 200 rounds impact north of the Northern Limit Line inside the buffer zone established by the 2018 agreement. No casualties. Island garrisons move to shelters and fishing fleets are ordered to port. Counter-battery radars hold firing point solutions.

Inter-Korean road and rail links demolished

The north demolishes sections of the road and rail links crossing the DMZ and continues fortification work along the line. Dust and debris reach the southern side. Combined patrols report new obstacle emplacement within 400 m of the demarcation line.

Spear-phishing against combined staff and defense industry

A campaign using fake alliance-exercise invitations targets combined staff officers and two defense contractors, matching publicly reported DPRK-linked tradecraft. Three accounts opened the lure; one contractor confirms exfiltration of exercise scheduling data.
